i had seen in the news recently that a few billboards had blown over due to high winds. can the billboard owner rebuild the billboard signs or does he have to go through municipal review again?

I would think it depends on both your state and local regulations, especially for non-conforming billboards. And how much of a hawk the local zoning or state DOT people are. In my area, if a state non-conforming billboard is destroyed to a certain extent, it technically cannot be rebuilt no matter what. However, I’ve seen the major billboard companies locally have a non-conforming wooden structure be reduced to a pile of splinters from a tree falling on it one night, and have it completely rebuilt (illegally) by noon the next day without the zoning or DOT folks catching wind of it.
