I am looking to find some sort of way or a database that has owners of the actual billboards themselves. As I understand it, companies like Clear Channel or CBS lease the advertisement space, however I am looking to find who owns the physical billboard. Anyone know?

There is no known database that has this data. To find owners of those properties, the only way to approach it is through property tax records. Only Lamar, CBS, etc. would have a complete list of their land owners, and they would never give those out.
