Billboard Fees are RIDICULOUS

As Im doing my research for the rules and regulations for the permits in Ohio, I find these price ranges ridiculous. The state fees for a permit are as follows

Fee Schedule

Application for a single face: $225 each
Application for multiple or variable message device: $625 each

This is for EACH face.

For the City fees, this is what they are

Billboards
Billboard Graphic area of:

0-≤ 400 sq. ft. = $1,200

400 sq. ft = $1,500

PERMIT APPLICATION AND CONSTRUCTION DOCUMENTS

The $40.00 application processing fee is required to be paid for graphic permits where the area of the
graphic is less than 100 square feet. For graphic permits 100 square feet and greater, the processing fee is
included in the plan review fee.
If the zoning official determines that a plan examination is required in addition to the graphic review when
the size is less than 100 square feet, the applicant will be notified that additional plan review fee of $200.00
and an inspection fee of $150.00 is required for the supporting structure of the graphic.
The permit fee for billboards includes plan review and inspection. No additional plan review or inspection
fee is required.

ARE PERMITS REALLY THIS EXPENSIVE IN OTHER STATES?
