In which states billboards are banned?

I know they are banned in Hawaii and Vermont – but I’m not sure if any other states are included. I know that possibly Maryland is in the at group, but I’m not 100% sure. In any state that you are contemplating building signs in, your first stop is to contact the HIghway Department (or whatever group handles billboard permits) and find out if they still issue them and what the rules are.
