When I’m creating my billboard lease and getting it ready for the owner to sign it will I need to get the property surveyed? How about when I go to get a permit?

Normally not. You will have to give the permit application basic measurements from the side property line and front property line, but not a survey. As for the groundlease, you will want to show the basic sign position, but not tie it down too close as you may have to move it a little one way of another when you go to build it due to access, rock, etc.
Out of hundreds of locations, I only ever had to have two surveyed and they were both over height only: one due to an approach from the airport and the other due to unusually large elevation issue over the highway.
