Billboard permits in ohio

In the city of Columbus ohio, I believe billboard owners usually can’t own the permit that the billboard is erected on, the licensed contractor owns the permit. So if I want to flip a billboard lease to another investor, is it ok that I just own the 20yr ground lease for the billboard? Is the fact that the permit is technically issued to the contractor and not the owner of the billboard lease a problem in flipping or is this the way it is supposed to be. There is a form in Ohio to transfer ownership of the permit to another person, but I am not sure why a contractor would be motivated to give away the billboard permit to another contractor. Would the new investor just have
to use the contractor that the permit was originally issued to?
