City laws vs. state laws?

I’m looking for billboard locations and am wondering what laws to follow. If I live in a city and they have their own laws, I know I am supposed to abide by those laws instead of the state (the city has stricter laws in my case). However, does it make a difference if the billboard is on a interstate highway? Do I still follow the rules of the city or do I follow the rules of the state?

City, most often, will have stricter rules than state. You need to go by the strictest set.

Cities may not have all the restrictions that state has. So you have to look at both and use strictest provisions from each set and go by that.

Make sense?
